ISB Manifesto: A vision for a Future Skills Development System – serving People, Places and Productivity
City & Guilds Industry Skills Board (ISB) have launched their Policy and Business Coalition Manifesto which gives solution-based proposals to achieve change in the skills sector.

The ISB is passionate about the potential for apprenticeships and skills education to address productivity and social mobility challenges across the UK. By supporting the over-arching ambition that ‘skills changes lives’ the Board addresses the needs of Policy makers, learners and employers alike.
To achieve this potential the ISB is calling for the following three themes to form the heart of a Future Skills Education system and be used as the central strategic pillars for success:
- A national post 16 education and skills strategy/ framework, which supports local inclusive growth
- A statutory right to lifelong learning free from restrictive constraints and eligibility rules
- A simple model of fair, sustainable, accessible and effective funding with impact measures and flexible reviews built in
The Industry Skills Board (ISB) is a key external advisory group to City & Guilds made up of leading employer members representing a range of industry sectors across the UK. It has a membership profile created to support observations on the UK economy and its relationship with skills and workforce development by fostering a sustainable, quality-focused and employer led apprenticeship and skills education system.
